The state Commissioner of Education has ordered a special meeting of qualified voters of the Brocton and Westfield school districts for the purpose of voting on the proposed centralization of the districts.
Pursuant to the provisions of Section 1803-a of the NYS Education Law, the state Commissioner of Education has appointed a Board of Canvass to oversee the voting procedures on Oct. 9. Members of the Board of Canvass were appointed equally from both districts as follows: David Carr, Susan Conklin, Donna Frost, Suzanne Gross, Mark Hagen, Susan Hardy, David Hazelton, Pete Holt, Nancy Jopek, Jen Kitchen, Marilyn Knappenberger, Barbara Krauth, Charles Krauth, Deanne Manzella, Elena Marsala, Judith Marsh, Larry McFadden, Jane Minton, Tyler Pett, Deborah Powell, William Westin, Mark Winslow, Joyce Zirkle and Marvin Zirkle.
The election shall be conducted as follows:
Voting machines will be used in both districts. The voting shall take place from noon to 8 p.m. in both districts.
The district superintendent of schools of the Second Supervisory District of Erie, Chautauqua and Cattaraugus Counties will be in charge of the election. He shall provide voting machines and oversee the preparations needed in order to carry out this referendum. The district superintendent may designate such additional people as are necessary in addition to the Board of Canvass in order to conduct the referendum.
Absentee ballots will be available at the central office of the Brocton Central School District and the central office of the Westfield Academy and Central School District.
The Board of Canvass shall act as the "board of elections" at the central voting site located at the Westfield Academy and Central School District and the board of education of the Brocton Central School District shall act as the "board of elections" at the special election site located at the Brocton Central School District. The board of elections at each site shall inspect the voting machines and poll books before the voting begins and supervise the conduct of the voting, including acceptance of challenges at each voting site.
After the polls are closed at each site, the chairperson of the board of elections at the special election site in Brocton shall forthwith deliver the sealed voting machine results and sealed poll books to the Board of Canvass at the central voting site in Westfield. The Board of Canvass will then proceed to canvass the vote on Proposition 1 for each district separately, including the absentee ballots. If Proposition 1 is approved by each district, the machine results for Propositions 2 and 3 shall be intermingled and counted in aggregate, including the absentee ballots. The Board of Canvass shall certify the result of the election.
