JAMESTOWN POLICE
David M. Waite was charged with third-degree assault at 7:45 p.m. Sunday. According to police, officers were dispatched to the area of West Ninth Street for a domestic dispute. Upon arrival, they learned that Waite allegedly punched a female victim, causing minor injury. Waite was taken to the city jail pending arraignment.

SALAMANCA - Randy E. Shine, 54, of 10 Hillcrest Drive, Bradford, N.Y., was charged at 2:15 a.m. on Friday with driving while intoxicated, driving with .08 of one percent or more of alcohol, failure to maintain designated lane and failure to obey a traffic control device. Deputies arrested Randy E. Shine after a traffic stop that occurred in the city of Salamanca. He was released to appear in the City of Salamanca Court at a later date.
Nicole Macomb, of Sugartown Road, Great Valley, was charged at 2:30 a.m. Thursday with driving while intoxicated/motor vehicle accident, driving while intoxicated with a blood alcohol content of .08 or greater and failure to maintain lane. Macomb was involved in a single-car motor vehicle accident in the town of Great Valley and upon further investigation at the scene was found to be intoxicated. She was taken to Little Valley for processing and later released. She will appear in the Town of Great Valley Court at 7 p.m. on Dec. 5.
ELLICOTT POLICE DEPARTMENT
William R. Owens, 28, no known address, was charged Monday with second-degree unlawful imprisonment and second-degree harassment. At 5:30 p.m. on Nov. 19, a female was standing in the area of Fairmount Avenue Plaza, near the sidewalk, waiting for her ride. She reported that a male she did not know pulled up to her, exited his vehicle, walked up and allegedly grabbed her by the arm. He told her to get into his car as he was pulling her by the arm. She swung her arm to pull away from the male who walked back to his vehicle and left the scene. Ellicott Police searched the area for the suspect/vehicle but were unable to locate them. One of the officers recognized the description of the vehicle and the male as a person he dealt with in the past. A record search of the suspect's vehicle did match the make, model described and a photo of the suspect that was placed in a photo array for the female to view. She identified William Owens as the man who had grabbed her. Ellicott police obtained an arrest warrant for Owens who was taken into custody on Nov. 26. He was arraigned in Ellicott Court and placed in the Chautauqua County Jail.
