JAMESTOWN POLICE DEPARTMENT
Justin M. Fred, 29, of Dunkirk was charged with disorderly conduct at 9:25 p.m. Friday. Officers were sent to 301 Winsor St. for a report of a disorderly male. Upon arrival, officers encountered Fred who continued his actions by swearing loudly in front of officers. He was taken into custody and transported to Jamestown City Jail.
Timothy J. Donohue, 32, of Cheektowaga was charged with driving while intoxicated, driving with no headlights and driving the wrong way on a one-way street at 2:07 a.m. Saturday. Officers observed a vehicle traveling westbound on East Second Street near Pine Street. The vehicle was being operated with no headlights on. Officers stopped the vehicle on East Fourth Street and identified the operator as Donohue. He was found to be intoxicated and taken into custody. Donohue was taken to Jamestown City Jail where he refused to submit to a chemical test. He was held on cash bail.
Kevin M. Melquist, 36, of Jamestown was charged with criminal trespassing at 2:30 a.m. Saturday. Officers responded to 103 Linwood Ave. for a report of a domestic dispute. The victim alleges that Melquist entered her home and was asked to leave numerous times without leaving. The suspect was taken into custody without incident and is currently awaiting arraignment.
Michelle L. Monroe, 42, of Jamestown was charged with second-degree menacing, second-degree criminal possession of a weapon and first-degree reckless endangerment at 2:45 a.m. Saturday. Officers were informed about an incident where it was reported that a female had a gun at 321 Crescent St. At the scene, it was discovered that Monroe recklessly pointed a loaded handgun at another woman. Monroe was taken to Jamestown City Jail without incident.
CHAUTAUQUA COUNTY SHERIFF'S DEPARTMENT
POMFRET - Douglas A. Mott, 50, of Rocky Glenn Road, Cassadaga, was charged with crossing a hazard marking, aggravated driving while intoxicated, and DWI per se blood alcohol content of .08 percent or higher at 6:33 p.m. July 1. Deputies stopped a vehicle driven by Mott on Route 60 in the town of Pomfret for failing to maintain lane. Upon investigation it was determined Mott was intoxicated. He was issued appearance tickets for Town of Pomfret Court at a later date.
DUNKIRK POLICE DEPARTMENT
Stephen R. Partyka, 28, of 3711 E. Lake Road, Dunkirk, was charged with third-degree criminal possession of marijuana, passing a red light, and unlicensed operation of a motor vehicle at 4:15 p.m. Thursday. Officers observed a vehicle pass through a red light and nearly collide with another vehicle at Eagle Street and West Fourth Street. After a traffic stop, the officers learned that the operator, Partyka, only has a learner's permit. During the encounter officers detected a strong smell of marijuana coming from inside the vehicle. Further investigation led to the seizure of more than 8 ounces of marijuana, packaged for street sales. The street value of the drugs is estimated at $1,500. Partyka was taken to Dunkirk police headquarters and held without bail pending arraignment in Dunkirk City Court.
PENNSYLVANIA STATE POLICE
MEAD - Dustin L. Cabisca, 26, of Tiona, Pa., was charged with involuntary deviate sexual intercourse, statutory sexual assault and corruption of minors July 16. Between March 1, 2011, and Aug. 15, 2011, Cabisca had a sexual relationship with a 15-year-old. He was arraigned and taken to Warren County Jail with bail set at $25,000.
SHEFFIELD - Steven S. Lyon, 42, of 109 Oak St., Sheffield and Patricia A. Lyon, 42, of the same address were charged with endangering the welfare of a child, possession of drugs and possession of drug paraphernalia at 9:21 p.m. July 5. Pennsylvania State Police were at the residence for an unrelated incident and saw drugs and paraphernalia in plain view. Further court action is pending.
