JAMESTOWN POLICE

Carlos M. Salgado, 43, was charged with felony DWI, first-degree aggravated unlicensed operation and refusal to submit to a breath screening test at 6:32 p.m. Friday. According to a police report, officers responded to a report of a possible intoxicated driver and found a vehicle taking up two parking spots, including a handicapped spot. Officers saw the driver's side door open with loud music coming from inside and the keys in the ignition with a man lying on the ground a short distance away who appeared to be intoxicated. Witnesses told police they saw the man driving recklessly in the parking lot. Salgado was charged and taken to the Jamestown City Jail until he could be arraigned.

A 16-year-old girl was charged with second-degree obstructing governmental administration and resisting arrest at 2:33 a.m. Sunday. According to a police report, officers responded to a disorderly conduct complaint. While investigating the incident, a 16-year-old girl became uncooperative and violent toward officers. Officers report the girl tried to kick them several times. The youth was taken to the Jamestown City Jail until she can be arraigned.

Michael R. Brown, 41, of Jamestown was charged with criminal obstruction of breathing or blood circulation and endangering the welfare of a child at 9:25 p.m. Saturday. According to a police report, officers responded to a report of a woman yelling for help. Police report Brown choked a woman in front of a 5-year-old child during a domestic incident. He will be arraigned in Jamestown City Court.

LAKEWOOD-BUSTI POLICE

William P. Silvia of Tonawanda was charged with unlawful possession of marijuana, two counts of seventh-degree criminal possession of a controlled substance and possession of a controlled substance by ultimate users not in the original container at 8 p.m. Saturday. He will be in court later.

CHAUTAUQUA COUNTY SHERIFF'S OFFICE

HANOVER - Giulia Giuffre, 24, of Jamestown was charged with having an open container of alcohol and Ross Sowrey, 20, of Falconer was charged with having an open container of alcohol under the age of 21 at 4:40 p.m. Friday. Both will be in court later.

PORTLAND - Jeremiah S. Burgess, 21, of Portland was charged with unlawful possession of marijuana at 12:10 a.m. Sunday after deputies investigated a vehicle parked on the shoulder of Route 380 in Portland. The driver was identified as Burgess and a check revealed that he had a warrant for his arrest from Hamburg Town Court. He was issued appearance tickets to be in Portland Town Court later and was turned over to the Hamburg Police Department.

Kesia Rosario, 27, of Falconer was charged with DWI, having a blood-alcohol content of .08 percent or greater and driving without headlights at 3:20 a.m. Sunday. According to a police report, Sheriff's patrol saw a vehicle driving south on North Main Street in Jamestown without its headlights on. The vehicle was pulled over and Rosario was charged. She will be in court later.

KIANTONE - Cortland B. Haines, 18, of Jamestown was charged with three counts of third-degree assault at 2 a.m. June 16. According to a police report, deputies investigated an assault that occurred June 16 at a large party outside of 2020 Riverside Road in Kiantone. Three people were punched and kicked, with two people treated at WCA Hospital for face and head injuries. One of those people was taken to the Erie County Medical Center by Starflight due to the seriousness of his condition. A third person had facial injuries that didn't require medical attention. Following an investigation, deputies filed for a warrant for Haines, who turned himself in at Kiantone Town Court on Friday. He was arraigned and will be in court later.
