Most Of Expenses For Sheriff, Jail Mandated

Editor's Note: This is the second in a series of stories looking at departmental budgets leading up to the release of the Chautauqua County budget Wednesday.

MAYVILLE - All of the county's Public Safety services totaled $28,692,885 in 2011, with $19,294,024 of that being the local share cost.

The county's 2012 costs won't be known until the legislature adopts an official budget later this year. The first step of that process, however, happens this week, with County Executive Greg Edwards presenting his 2012 budget proposal to the legislature Wednesday.

In advance of that presentation, The Post-Journal is revisiting the county's 2011 budget numbers - specifically the costs of all the different services provided by the county.

County legislators will review the budget in October, with a vote likely to come at their Oct. 26 meeting.

The county's budget office breaks the budget into five separate pieces on the county website, a link to which can be found from this article online at www.post-journal.com.

The full inventoried list of county services and operations is broken down into the following sections - Administrative Services, Human Services, Planning and Economic Development, Public Facilities and Public Safety.

MANDATED EXPENSES

Of the full cost of Public Safety services in 2011, which was $28,692,885, a total of $23,907,055 was for mandated expenses. The local share cost of the mandated expenses totals $18,436,432.

In the mandated costs category are services such as sheriff's road patrol, which totaled $3,625,935 in 2011 with a local share cost of $3,454,794. Another example of a mandated service is the county jail, which cost a total of $10,203,637 in 2011 and had a local share cost of $7,484,361.

Other information about the services is also provided online. In addition to the total cost and local share cost for each service, the county budget department lists how many positions the county employs for each service as well as whether state or federal funding was received for the services.

NON-MANDATED EXPENSES

The non-mandated Public Safety services provided in 2011 totaled $4,785,830 with a local share cost of $857,592.

One example of a non-mandated service is juvenile aid, which totaled $220,501 in 2011 and had a local share cost of $220,501. Another non-mandated service is navigation, which has a total cost of $311,090 for 2011 and a local share cost of $156,234. Snowmobile services totaled $101,641 and had a local share cost of $90,641. Another non-mandated service is the county's medi-vac services which cost a total of $1,097,835 in 2011, but had a zero dollar local share cost.

There was no department-to-department cost of Public Safety services in 2011.
