Penny L. Chapman recently received a certificate of achievement from New York State Sheriffs' Association Institute, Inc. Executive Director Chris O'Brien. The sheriffs' association Institute held a basic school for deputy sheriffs and civilian staff who work in sheriffs' civil divisions so they can keep records on judgements and fees collected. Twenty-eight deputies and other staff from sheriffs' offices around the state attended the school.
