A city man who has had several run-ins with law enforcement and the Department of Development was taken into custody Tuesday following an incident at his Richmond Place home.
Jason Skinner (formerly Nasser), 29, 25-year-old Erica Skinner and 26-year-old Theron St. Laurent were charged after police and fire crews were called to 24 Richmond Place around 3:45 a.m. Tuesday.
Jamestown police reported that crews were responding to a reported fire but upon arrival, Jason Skinner was outside with a golf club in his hand, allegedly refusing to let emergency personal enter the house. Officers subdued him and St. Laurent by force and Jamestown firefighters entered the house and extinguished the fire.
During the operation, a dog was found confined in a porch area where there was reportedly several layers of feces and dog urine. The dog reportedly looked generally unhealthy and emaciated, police said, and was confined without access to the house or to food and water. The dog was removed from the home and the three were taken to the city jail awaiting arraignment.
Erica Skinner was charged with obstructing governmental administration, resisting arrest and animal cruelty; Jason Skinner was charged with resisting arrest and obstructing firefighting operations; and Theron St.Laurent was charged with obstructing firefighting operations.
In Jamestown City Court, they were all remanded to the Chautauqua County Jail and held in lieu of $1,000 bail. They later posted bail and were released to return to court on April 6 for a pre-trial.
