CHAUTAUQUA COUNTY SHERIFF'S DEPARTMENT
CHAUTAUQUA - Eugene H. Schwaier, 57, 8646 Fay St., Portland, was charged with leaving the scene of an incident, failure to stop at a stop sign and failure to reduce speed at 2 a.m. Monday after allegedly driving onto private property and striking a boat trailer and ditch embankment. He allegedly left the scene without reporting the incident. He was located at his residence, issued traffic tickets and will answer the charges in Chautauqua Court.
HANOVER - Jonathan P. Tarquin, 19, Buffalo, and Cody Irwin, 18, Buffalo, were charged at 6:30 p.m. Sunday with violating the open container local law when younger than 21-years-old. Sheriff's report observing the two youth in the parking lot of the Sunset Bay Beach. They will answer the charges at a later date in town court.
CHAUTAUQUA - Malcom A. Shevlen, 21, of Water Street, Mayville, and Christean Chaparro, 22, of North Erie Street, Mayville, were each charged with two counts of disorderly conduct and resisting arrest at 2:45 a.m. Thursday in Mayville. According to a police report, deputies allegedly saw the two yelling at each other in front of a Water Street home. Deputies then stopped, and Shevlen and Chaparro allegedly continued swearing at each other and then began fighting. When deputies tried to arrest them, Shevlen and Chaparro allegedly began fighting deputies. They were arraigned in Chautauqua Town Court and taken to the Chautauqua County Jail.
PORTLAND - Stephen L. Hanks, 58, of 58 Peerless St., Brocton, was taken to the Chautauqua County Jail after a two-vehicle accident on Route 20 in Portland at 9:09 p.m. Thursday. According to a police report, Hanks failed to stop at a traffic light in a construction zone and hit a vehicle driven by Tylas M. Dejeses of Dunkirk, who had her husband and 11-year-old son in the vehicle with her. All three suffered minor injuries. After the accident, Hanks initially stopped but allegedly fled the scene. Deputies later found him at his home in Brocton, where he was charged with first-degree felony aggravated unlicensed operation, driving while intoxicated, leaving the scene of a personal injury accident and multiple vehicle and traffic violations.
RIPLEY -Tucker A. Best, 18, Goodrich Street, was charged with violating probation for a third-degree burglary charge at 10:11 p.m. Thursday after police conducted a warrant check of a residence. He was taken to county jail.
STOCKTON - William T. Hughes, 52, Old Main Road, Silver Creek, was charged with first-degree criminal contempt and second-degree aggravated harassment at 2 p.m. Thursday after allegedly making telephone calls and alleged threats to his estranged wife in violation of an order of protection. He was taken to county jail.
WESTFIELD POLICE DEPARTMENT
WESTFIELD - A 16-year-old Westfield youth was charged with third-degree grand larceny, fourth-degree criminal mischief and petit larceny at 10:10 a.m. Saturday after Westfield Police and the Chautauqua County Sheriff's Department investigated a missing John Deere tractor and sprayer from a farm on East Lake Road. Police report the youth allegedly stole a bicycle from Westfield School on May 19 and rode it to the farm May 26, leaving the bike and allegedly stealing the tractor, which he allegedly drove into the village, damaged the sprayer and left it at a Nichols Avenue Park. He then allegedly hid the tractor in a wooded area behind a barn on Nichols Avenue. The tractor and sprayer were recovered and the youth was arrested on a warrant. He turned himself into Westfield police, was arraigned and committed to jail on $10,000 cash or $20,000 property bail.
WESTFIELD - Luis E. Gautier, 33, 744 Main St. Dunkirk, was charged with driving while intoxicated on Route 5 after police observed the vehicle he was driving allegedly cross the center line of the road. He was then arrested and will answer the charge at a later date in Westfield Court.
LAKEWOOD-BUSTI POLICE DEPARTMENT
BUSTI - Jason R. Anderson, 26, 410 Lafayette Ave., lower, Jamestown, was charged with second-degree aggravated harassment after allegedly repeatedly calling another. He will answer the charge July 15 in court.
ELLICOTT POLICE DEPARTMENT
ELLICOTT - Jennifer M. Lucas, 29, Oriole St., Kennedy, was charged with endangering the welfare of a child after the car she was driving June 11 struck a pole on New York Avenue when allegedly under the influence of prescription drugs. She had her infant daughter in the car. She was issued an appearance ticket and will answer the charge at a later date in court.
Bonnie J. Craig, 28, of 27 Barrett Ave., Jamestown, was charged with third-degree unauthorized use of a motor vehicle Thursday. According to a police report, a Falconer man called police and said Craig had his vehicle and refused to return it. After she was found, she was arraigned in Ellicott Town Court and released. She will be in court later.
JAMESTOWN POLICE DEPARTMENT
Michael W. Lupold, 24, of Jamestown was charged with fourth-degree criminal mischief at 11:50 p.m. Wednesday after allegedly shooting at a house on Lincoln Street with a BB gun. According to a police report, Lupold had been in an argument with family members at the home earlier in the night and left when the residents threatened to call the police before returning and shooting at the house from across the street. Lupold was found a block away and charged. He was taken to the Jamestown City Jail awaiting arraignment.
Andrew E. Chadwick, 27, of Jamestown was charged with second-degree obstructing governmental administration and disorderly conduct at 1:55 a.m. Thursday. According to a police report, while police officers were investigating a possible witness tampering incident at East Seventh and Lincoln streets, Chadwick became agitated and started swearing. Then, after he was placed under arrest, Chadwick allegedly began struggling with officers. He was taken to the Jamestown City Jail without further incident and is awaiting arraignment.
Michael C. Hillman, 21, was charged with fifth-degree criminal possession of stolen property at 7:45 p.m. Sunday on West Fifth at Jefferson. Police report Hillman was allegedly speeding when stopped by police. They allegedly found stolen plates on his vehicle. He was sent to jail, awaiting arraignment.
Three city bars were cited for violations of the Alcohol Beverage and Control Law after five bars and 29 residences were checked Saturday in an Operation Impact detail.
The Jamestown Police Department, New York State Liquor Authority, New York State Parole, Chautauqua County Sheriff's Office, New York State Police, Jamestown Department of Development, Jamestown Fire Department and Chautauqua County Probation Department inspected the locations to insure those sentenced to parole or probation were not violating agreed-upon terms and conditions.
Operation Impact will continue in coming months.
Richard E. Graham, 43, of 804 Washington St., Jamestown, was charged with felony driving while ability impaired by drugs, first-degree felony aggravated unlicensed operation, seventh-degree criminal possession of a controlled substance and following too closely after a two-vehicle accident on Washington Street at 3:57 p.m. Thursday. According to a police report, Graham allegedly rear-ended another vehicle at the intersection of Washington and 10th streets and appeared to be under the influence of drugs at the scene, according to officers who interviewed him. He allegedly failed field sobriety tests on the scene, and officers also allegedly found a Xanax pill inside Graham's pants he did not have a prescription for. He was taken to the city jail awaiting arraignment.
Jerome S. Thomas, 47, of Jamestown was charged with second-degree harassment, second-degree aggravated unlicensed operation and driving a vehicle with a suspended registration after he was pulled over on Peach Street at 3:37 a.m. Friday. He was taken to the city jail awaiting arraignment.
Shane W. Farnsworth, 22, of Jamestown was charged with second-degree aggravated harassment at 11:55 p.m. Thursday during an incident at 22 W. 15th St. after a woman reported Farnsworth was sending her threatening messages. He was taken to the city jail awaiting arraignment.
SALAMANCA POLICE DEPARTMENT
Paul Isadore, 22, Smithport, Pa., was charged with speeding, obstruction of governmental administration, aggravated unlicensed operation, driving while using a cell phone and false impersonation following a Wednesday traffic stop.
Joseph Orris, 22, Bradford, Pa, was charged with fifth-degree criminal possession of marijuana following a traffic stop Wednesday.
PENNSYLVANIA STATE POLICE
SHEFFIELD - Police are seeking information regarding a Tuesday incident at Second Mill Street when an unknown purple substance was thrown onto another's car. Those with information should contact Warren County Crimestoppers at 1-800-832-7463.
CLARENDON - Information is being sought in connection with a Friday incident in front of R.E. Baker and Sons, 224 N. Main St., when $2,000 in damage occurred to a vehicle belonging to Jeffrey L. Baker, 53. Tires wee slashed and cuts made to his 2001 Ford Mustang GT. Those with information should call 1-800-832-7463.
