Encouraging renting over ownership is a recipe for disaster. People who rent are not going to invest in the property they live in. The temporary nature of renting does not encourage investment in the community. Discussing landlord vs tenant issues is a whole other story.

Make home ownership appealing and affordable. To do that JOBS JOBS JOBS are needed. Then LOWER LOWER LOWER taxes. I like some of the things Jamestown Renaissance Corp is doing. But to 'increase' the renter population is not a good idea. The last suggestion has some merit, IF it can be made appealing and affordable.

Good jobs, low taxes and community pride lead to home ownership. Home ownership leads to sustainable communities.

Property taxes are so high, it is cheaper to rent than to own now. Do the math. We have one of the lowest housing costs in the nation and people still prefer to rent. That is because of their credit rating if they can't get a mortgage for @$60K house, or because they don't want to invest in this area, or because they don't want to pay the taxes. Face it the only people moving to NYS or to Jamestown for that matter are the ones with their hands out looking for the best freebe in the nation.

"Monitoring & Licensing" Code words for let's tax seniors and the lowest income residents within our community who have nowhere else to go. Here's a novel idea: how about cutting the size of city government so property taxes can be reduced! Jamestown City Officials claim budget was cut "beyond pain"? LOL Everyone but City Officials will be the ones feeling numb from more taxes and/or fees for sure.

And just who is going to monitor these units? The owners simply want the check, if they can even get one, and most don't put much money in fixing up their units because they can't get that investment back out of it. Reinvestment only happens when the places are damaged. Landlord licensing will never be adopted here since the landlords raised such a huge stink with city council when it was talked about, they dropped the notion completely. Oh, by the way, Jamestown isn't Cleveland, Atlanta, Minneapolis, Seattle etc. The market rate/small homes idea he speaks of is just a pipe dream. Young people leave here because there are no jobs here and no chance for a real future. Bring those jobs back and the housing issue will take care of itself.

What good is "Monitoring" Housing going to do?? When most of the County gets FREE money from Welfare?? I have a perfectly good 2 Apt. house in Mayville & keep it empty most of the time. Can't find anyone to rent that will pay for more than a couple of months, then they want to live free & quit paying their rent. Cost more to get them out that I make. Plus, these people refuse to keep the house in good shape. They have never owned anything so they destroy what someone else owns. Wonder how long it will take the Wellman Building to turn into another Slum??

Jobs! jobs! jobs, lower taxes, and economic development would encourage young people who are still living in the area to move out of mom and dad's home and buy a house. The institution of marriage does the same. Just "moving in together" instead of marriage also discourages home ownership.
