Pretty sure that is the owner of Cockaigne. He is a stubborn old man and this almost cost him and his wife their lives! The signs that say "Road Closed" and "Road Flooded" are there for a reason. I'm glad he got a ticket. He should also be charged for the man power it took to save them!
