If the money is coming from a federal grant then it is a lie to say it doesn't involve taxpayer money. We all know where the federal government gets their money from. It's called the federal income tax........duh.

The reason people don't stay in the area is no jobs. More regulations and higher taxes are the problem and the gov shows no signs of slowing down.
If you are getting something from the gov, you are getting from your neighbor. The gov is funded by the people regardless if its state or fed taxes.
