agree chuck. everybody love slick willie saying he reformed welfare like no other. he placed a 5 year federal cap that individual states simply circumvented. why buy the cow if you can get the milk for free?

There is a much simplier solution, but it must be implemented by the State. Slash welfare and Medicaid benefits to levels less than average for the U.S. Also take it to a 5-year maximum. This will result in people moving to states with better coverage, rather than attracting people to NY like it presently does.
