Jamestown Man Among Three Charged In Meth Lab Bust

WARREN, Pa. — A Jamestown man was among three charged with manufacturing, delivery and possession of methamphetamine after investigators with the Warren County Drug Task Force made arrests on Thursday.

Armando Rosario, 34, of 115 Crossman St., Jamestown, faces seven felony charges: two counts of possession of methamphetamine with intent to deliver, one count of possession of methamphetamine with intent to manufacture, one count of possession of ammonium nitrate with intent to manufacture methamphetamine, and two counts of criminal use of a communication facility, and two misdemeanor counts of possession of methamphetamine,

According to the affidavit of probable cause, drug task force agents made arrangements to purchase one gram of methamphetamine, a Schedule I controlled substance, from Rosario on Tuesday, Nov. 1. The controlled buy resulted in two baggies that tested positive as crystal methamphetamine, according to the affidavit. Investigators made arrangements for another controlled buy, on Monday, Nov. 14, during which time they were able to again purchase methamphetamine from Rosario.

On Nov. 27, while investigating a report of a methamphetamine lab at 6 Terrace St. in Warren, investigators found a receipt from the Dollar General Store in Clarendon that showed a purchase of cold compresses, which contain ammonium nitrate, a substance used in the manufacture of methamphetamine, according to the affidavit. Further investigation of that store’s security footage showed Rosario purchasing cold compresses at the date and time listed on the receipt.

Rosario was remanded to the Warren County Prison on Thursday after being arraigned at District Justice Laura Bauer’s office. His preliminary hearing is scheduled fro Wednesday, Dec. 14.

Dennis Michael Bump, 39. of 118 1/2 N. Irvine St., Warren, faces two felony counts of possession of methamphetamine with intent to deliver, two misdemeanor counts of possession of methamphetamine, and two misdemeanor counts of endangering the welfare of a child.

According to the affidavit of probable cause, on Oct. 21 of this year, investigators with the Warren County Drug Task Force made arrangements to purchase one gram of methamphetamine from Marie Ecker, 37, who was staying with Bump at 118 1/2 North Irvine Street, Warren. The affidavit goes on to say that Bump sold .90 grams of what later tested positive as methamphetamine on that date. The affidavit states that other people, including children, were heard inside the residence at the time.

On Nov. 27, according to the affidavit, investigators again arranged a purchase of one gram of methamphetamine from Bump. The affidavit states that Bump as well as Armando Rosario, and two others were present in Bump’s residence at that time. According to the affidavit, Bump initially stated that he did not have a full gram to sell, but that after Rosario indicated that he did have enough to sell, Bump was able to produce about a gram of methamphetamine. According to the affidavit, Bump sold around  .09 grams of what later tested positive as methamphetamine at that time.

Bump’s charges of endangering the welfare of children are the result of the Oct. 21 and Nov. 27 buys during which, according to the criminal complaint, he engaged “in drug sales at his residence while his juvenile children were present.”

Bump was arraigned on Thursday at District Justice Glenn Carlson’s office and was remanded to the Warren County Prison on $35,000 bail. His preliminary hearing is scheduled for Wednesday, Dec. 7 at 2 p.m.

Marie Lynn Ecker, 37, of 268 Main St., Tidioute, faces two felony counts of possession of methamphetamine with intent to deliver, two felony counts of criminal use of a communication facility, and two misdemeanor counts of possession of a controlled substance.

According to the affidavit of probable cause, Ecker, who was at that time staying at 206 East St. in Warren, sold three Oxycodone pills, a schedule II controlled substance, at that address. On Oct. 21, the affidavit goes on to say, Ecker engaged in the same transaction for which Bump was charged as well.

Ecker was remanded to the Warren County Prison following her arraignment on Thursday, Dec. 1, with a preliminary hearing scheduled for Wednesday, Dec. 7, at 2 p.m.
